We Oppose a Second Entrance to Our Neighborhood & Higher Taxes!

Riverside County approved the building of a second entrance into the North End of the B-Bar-H Ranch using our tax dollars accumulated in the CSA 115 funds. None of the people who live here were given an opportunity to voice our opinion of this new entrance until now!
Talking with many of the residents, we do NOT want the second entrance into our area. We were told the second entrance is for emergency purposes, but we do not think a second entrance and the spending of our tax dollars is the solution for any emergency! We can't predict the future, and we cetainly do not want our tax money spent on something we don't need or with little guarantee it will help in the time of an emergency! There's absolutely no guarantee a second entrance is the solution for an emergency.
First, we like the safety of having one way in and out. Our area gets uninvited people driving through all the time looking for ways to vandalize the unoccupied homes. It's good to know, when these uninvited people enter, they must leave the same way. Many of us have already escorted unwanted visitors from these premises. If there's a second road to exit, it's just an invitation for trouble makers to come and go as they please.
Second, the traffic will increase. Right now, the speeders come zipping down our streets at high speeds. Having a second entrance/exit will only cause people to use this area as a thorough-fair. We do not want more traffic in here coming and going from both ends.
Third, we like the privacy, and we bought these homes because it is a quiet, secluded area. Opening it up and using our tax dollars to create more problems is not what we want. We need to maintain the roads we have now, not add more roads! Plus, using our tax dollars to add a road not needed or wanted may cause our property taxes to go up! We do not want to pay higher taxes for a road we do not want or need.
People say the second entrance is for emergency purposes. But, our current entrance located at El Serape and Bubbling Wells is huge. Between the Arch and the roads around it, at least 4-5 lanes can be used by cars in case of an emergency. If you look at the current large entrance design at the Arch area, we have 2-3 entrances/exits from this property.
We truly believe the approval of this second entrance and road was made without consulting or asking any of the residents, and we are upset. If you do NOT want the second entrance built, please leave a comment on this blog post. We are asking everyone who reads this blog to help us stop the building of a second road into the North Side of the B-BAR-H Ranch.

I certainly agree with all the points Mr Biswas has made in his letter opposing a new entrance to B-Bar –H at the north end or anywhere else. I can not imagine what kind of emergency would necessitate another entrance/exit to our community. Another entrance, depending on where it is, could possibly generate through traffic which would create noise and disturb the pleasant solitude we now enjoy with very little traffic on our streets. I will be at the meeting.
I am not sure how to post a response to Andy Biswas' blog in opposition to the proposed second entrance/exit. So I will send out this email and see what happens.
While I basically like the concept of a single entrance/exit as an arrangement that helps to maintain control of who is in our neighborhood, I consider earthquake to be a reason to consider the advisability of a second entrance/exit, in case of emergency.
It is my understanding that the B-Bar-H Ranch neighborhood lies between two major earthquake fault zones: the Banning Fault which I believe runs under, or close to, 20th Avenue (this is also called the Southern Branch of the San Andreas Fault) and the primary San Andreas Fault zone not far from us to the east. Located as we are between these two significant earthquake fault zones, I suggest that we at least discuss whether a second entrance/exit could be helpful in case of an emergency occasioned by earthquake. Earthquake-related dangers would include roads made impassable due to earth shifts or fires; it would seem desirable for us to have a choice of at least two roads out, if one has to leave one's home on an emergency basis under such circumstances.
I believe the point Andy made is there's no guarantee a second exit will help in the time of an emergency -- especially a quake, and especially if it's located near the Arch entrance. Plus, the $150K - $200K expense against our taxes is not something people want to spend right now -- once the money is spent we won't have any in our reserve for a "real" emergency, and they are afraid property taxes will increase as a result.
The new exit will be located on the other end of Sagebrush the new "thorough-fare" in and out will become Sagebrush! Sagebrush residents will be surrounded by traffic on both sides of their homes -- Bubbling Wells and Sagebrush. Many Sagebrush residents are not happy about that at all. Plus, if it gets that bad during an earthquake, we'll probably all be leaving on foot! Many residents don't think another exit on the exact same side of the ranch will help us much if there's a quake. If we are going to spend that kind of money, the road should be situated in a totally new location to increase our chances of it truly being useful in the time of an emergency.
Yes, the San Andrea's Fault is right around the corner! And if a quake comes rumbling down Bubbling Wells Road, it won't matter if there are 20 exits on that side of the ranch or anywhere for that matter! I believe it's been over 300 years since the last big quake.
When we discuss the second entrance it should probably be about the location and the type of entrance to install. Someone said put a lock on the gate to keep it closed so people can't use it as a thorough fare in/out of the area -- available for emergency only. But many people don't want the money spent at all. At one of our last meetings, we were told the reason the construction was approved is because the person who owns the land at the end of Sagebrush said it was OK to use his property for the road. But, if it's on the same side as our first entrance I don't think it would make much sense to spend all our reserve tax funds when chances are it won't be usable during a quake anyway.
Hope this gives a little more insight into the situation as people are discussing it...
This is why it's impotant to attend meetings. These are the issues discussed and the decisions made. The residents of our community were NOT invited to the meeting when the decision was made about the new entrance, and this has upset many of the residents. We want the decision to be over-turned and we go back to the drawing board as a community, not based on a decision made by the three people who ran the old CSA 115. The new MAC meeting will have a broader influence and include the CSA 115 funds. This road needs to become one of the first topics we discuss before all our tax dollars are spent on something we do not believe will help us much in the time of an emergency quake.

WE NEED STOP SIGNS AND WAYS TO CONTROL THE TRAFFIC THROUGH THIS NEIGHBORHOOD. NOT ANOTHER ROAD TO CREATE MORE TRAFFIC. I HAVE KIDS WHO PLAY OUTSIDE AND IT'S DANGEROUS NOW WITH NO CONTROL OVER SPEEDING CARS COMING THROUGH HERE. ANOTHER ROAD WILL JUST CAUSE MORE PROBLEMS. NO TO THE NEW ROAD! WE NEED STOP SIGNS AND SPEED BUMPS!
We can't make it to the meeting, but please post our comments for those in charge of making the final decision on the second road: Do not waste tax dollars on a second entrance to B-Bar-H Ranch. If someone is so ready to spend money, use it for speedbumps; that is one thing residents want and will add to the peacefulness of the area. Adding another road will detract from the peacefulness.
We took the time to drive around the area today looking at all the vacant lots and ways to easily vacate the area if needed during an emergency! Someone is getting carried away with our tax dollars and we want it stopped! WE DO NOT WANT OUR TAX MONEY SPENT ON ANTHER ROAD OR EXIT. We do want improved maintenance of our current roads, mellow solar lamps installed throughout the area and speed bumps. It would be really good to get the roads black-topped and a center divider line painted on them. We need to use the funds we have in the CSA 115 to improve this area, not waste the money on another road! I WILL BE AT THE MEETING THURSDAY!
NO NEW ROAD OR EXIT. One reason I purchased in this area is because of it's quietness. I enjoy sitting outside at night and enjoying the desert with hardly any traffic noise at all. Creating this new road would make this peacefulness disappear and our community more available to unwanted visitors and this can lead to higher traffic noise and safety issues. I also think this would make our community less desirable for potential home buyers who are looking to escape the city noise. More greenery, ambient street lighting, curbs, re-paving our street roads are ideas for improving our community and keeping the peace.
My understanding is that B-Bar-H Ranch neighborhood lies between not one but two major earthquake fault zones. If this is the case and there is an earthquake do you really think we will be able to drive at all? I don't think so, and this is why I am against spending our money on this second entrance and increase our taxes for nothing! There is no warning with Earthquakes like there is with Tornado's, etc... so it's not like we are going to get some warning and then we can all speed out. That's not the case, and even (highly doubt) we feel tremble and can somehow predict a major earthquake is within minutes, I'm certainly not going to get in my car and drive in either direction right into the fault line. And after the Earthquake with power lines being down, road conditions etc.. who is going to be able to drive?
Maybe someone needs to write a letter to the Govenor's Office and tell Arnold of this unnecessary spending! Or write to Marion Ashley's Office!!!! In this economy the last thing California needs to do is spend hundreds of thousands of tax payers money to build a ROAD TO NO WHERE! Sound familiar? Didn't that whacko in Alaska do that? Build a bridge to nowhere! Ha!!!

I vote NO on 2d rd; use the road money to buy a wind turbine for the B Bar H Ranch community (though the money may be restricted to roads/transportation); a light rail line connecting to the Metro would b nice too.
Larry Hoffing on Buckboard asks: Would the community like a Saturday morning meeting on the issue of propane prices? I did some calculations, $2.49 gal propane x 1.087= $2.70 per propane therm; an average price of natural gas is .60 per therm; I think this is an issue we can all come together on.
Larry: That's a good idea. If we had 20-30 homes get together and use the same propane supplier we might be able to get a better price. Please bring this up at the MAC Meeting Thursday night. See you then. Thanks, Anna
There is NO need for a second road - period. There are not that many people living here. There is room for 3-4 lanes of traffic outbound at the entrance we already have. If there were an emergency, we could all get out thru the main entrance. If we are worried about emergencies - we should address all the dry brush there is in B-Bar-H Ranch.. We are far more likely to encounter wild fires than we are to suffer a major earthquake, and not be able to evacuate the area.. Money spent on cleaning up B-Bar would be a FAR better use of our tax dollars. I am much more concerned about my house catching on fire due to overgrown vacant lots, than I am about not being able to escape in the event of a earthquake. I am all for spending the money to beautify what we already have.
